3596092 - ELM 5.0 WHT: Error: "The information about partner...is missing" for Registered Partner

1. For an employee and his/her Registered Partner, ELM 5.0 notifications should be sent.

2. Although masterdata infotyp 0002 and 0021 are correctly maintained and payroll has been run for the employee, the program Data Extractor for the Unified Wage Reporting Procedure (ELM) (RPLELMC0) for domain WHT gives an error message or it is reported via B2A:

Description Code 2031
The information about the partner of XXXX is missing.  The message is rejected if  partner data is missing.
