3597031 - Creating Purchase Requisition for Locked Material in Maintenance Order is not blocked in IW32

• When attempting to create a Purchase Requisition (PR) in a maintenance order for a material with a locked status, an informational message appears stating that procurement for the material is not allowed. 
• Message:  "Material status is prohibiting external procurement" Message No. ME 053.
• Despite the material being locked, it can still be saved under the "components" tab. However, the PR is not created.
• The expectation is for an error message to be displayed and the material not to be saved under the components tab when trying to create a PR for a locked material.
