3597849 - Error "An internal error occurred while calling the 'initInstance' API. (Error: WIS 30270)" when opening reports on BI/CMC - Reposcan cannot assign to the Administrator

• When opening a report on BI Launchpad getting the error: "An internal error occurred while calling the 'initInstance' API. (Error: WIS 30270)".
• On CMC > Favorites folder > Affected user > The user has more than one Favorite folder (inboxes or personal categories too).
• Run Reposcan without the -repair and see the warning "FavoritesFolder object 'xxxxx' (Object ID = xxxxx) owner object is missing (Owner Object ID = xxxxx)".
• Reposcan is action is "Allow the application to assign the object to the Administrator" but Reposcan cannot do this.
