3598385 - Change Number is missing in "Effective Initial Screen" when display sub-assembly BOM.

Symptom

CS03 displays header level BOM. If you click the "Display assembly" button for a component, in the new window of the BOM display for a component, the Change Number in the "Effective Initial Screen" is missing.
