3598636 - How to make held line-items of canceled Purchase Order (PO) go back to the newly assigned Preparer/Requester?

I have created a demand aggregation requisition and fully approved it. The line items were held for aggregation and moved to the Purchasing Workbench. 

A Purchasing Agent selected some held line items and added them to an aggregated requisition. After the aggregated purchase requisition was approved, the purchase order was created. 

Then, the Requester/Preparer roles were reassigned.

I noticed that if the new Preparer/Requester cancels the PO, the held line items go back to the user's workbench who initially aggregated the requisition and not to the newly reassigned Preparer/Requester.
