Symptom
- Colorado Employee Withholding Certificate is not triggering to candidates.
- E-signature like DocuSign doesn't bring the Colorado State Tax Form in the package.

Cause
It is most likely that candidates chose to calculate their withholding based on the IRS W-4 Form instead of using the Colorado State Withholding Form (DR0004).
Resolution
New hires are presented with two options for completing their Colorado Withholding:
- Use the IRS W-4 Form to calculate Colorado withholding
- Complete the Colorado State Withholding Form DR0004
- If the new hire selects the first option — using the IRS W-4 — then a Colorado Withholding form is not included in the DocuSign package for signature. Colorado employee Withholding appears as Locked:
- In Manage Data > Compliance Process, it also appears as if no Colorado Withholding form was presented:
This is an expected behavior. Same information can be found in the legal form as well:
