3598858 - Simple Diagnostics Agent cannot read PSE file after SSL configuration due to errors "Cannot open file" - SAP Focused Run

The Simple Diagnostic Agent fails to upgrade or after enabling SSL for Simple Diagnostics Agent, the agent status in Agent Administration is red. In the agent.log file, the following exception is found:
