Symptom
With new release update SFEDU-19203 New Purge Request Type: DRTM Custom Background Information Purge | SAP Help Portal, an error message is encountered: "There is no country-based data retention configured for the selected purge criteria". Or "The user does not have any background data that has expired and is eligible for purging."

Environment
- SAP SuccessFactors HCM Suite
- SAP SuccessFactors Employee Profile
Reproducing the Issue
- Navigate to Data Retention Management.
- Create a new purge request - DRTM Custom Background Information Purge.
- Select the user id.
- Select the background element.
- Set the Approver.
- Launch the purge request immediately.
- Approve the purge request through Purge Request Monitor (by proxying as approver).
8. Error message is encountered in the exported file "There is no country-based data retention configured for the selected purge criteria"
Cause
Configuration issue. Missing DRTM Custom Background Information purgeObject.
Resolution
- Go to Manage Data
- Create New - DRTM Custom Background Information
- On purgeObjectType set the desired Background Element Id (Manage Business Configuration > Employee Profile > Background Elements)
- The effectiveStartDate - for Active users will be based on the Last Modified Date of the Element and for Inactive users the user's Termination Date (see Base Dates for Retention Time Calculation | SAP Help Portal). Once it goes outside the retention period, it can be purged.
- The purgeGroup will automatically selected and cannot be changed. (see 2661609)
- Add on the retentionTimeConfig the country to which the users being purged belong to and define a retention time (always keeping in mind step 4)
- Save and now you can proceed with the DRTM Custom Background Information purge.

Note: If after following the above steps you still receive an error message in the exported file "The user does not have any background data that has expired and is eligible for purging." please review the effectiveStartDate as per Step 4 above.
For employees managed in Employee Central: for Inactive employees data purge considers the employment termination date in Employee Central. For other employees, it considers the standard user field companyExitDate as the termination date. For Active employees data purge considers the Last modified date of the Background Element.
To set the correct Last Modified Date you can go to Integration Center and pull a simple report of the impacted background element selecting the fields you need, filtering by userId and check the last modified date of these records to confirm.
