When the setting "Use Application Notification User Email for manager email notifications" is turned on, the email CC'ed in the notification is the sender/from address instead of the email from the person triggering the notification. The feature documentation states that "From the Learning Home Page you have the option to review the list of recipients and decide if you want to be copied on each reminder email.". This statement confirms that the person logged in will be copied in the email.
