Using API_BILLING_DOCUMENT_SRV, and the error message is '<code>V_O2C/118</code><message xml:lang="en">PDF file could not be created'.

SAP S/4HANA Cloud Public Edition

There is no PDF output item for the sample billing document.

To check if the correct output item has already been generated. Add a new output item with the PRINT channel to the billing document and then test.
