3601003 - Unable to Remove Work Package from Billing Item in App "Plan Customer Project"

After actuals have been posted to a work package, it is not possible to remove the work package from the billing item in app "Plan Customer Projects".

SAP S/4HANA Cloud Public Edition

1. Open app "Plan Customer Projects" 
2. Search for a project and navigate to the billing tab
3. Try to remove the work package from the "Assigned Work Packages" field
4. Message "Not possible to deselect work package ***" will appear

This is the expected behavior. If actuals have been posted to the work package, it is not possible to remove or reassign the work package from the billing element. Additionally, it is not possible to move the cost or effort of actuals from one work package to another. 

Create a new work package and assign it to a different or new billing element. To discontinue planning against a work package, remove any planning for which actuals are not been posted and use the block function in the work package to prevent further actual postings.
