3601107 - Error During SAP Installation via SWPM: "ERROR in initialization: can't get database vendor"

Symptom

  • During the installation of SAP system using SWPM, the process fails with the error: "Process call '<kernel path>\dipgntab.exe -rwr40 -srctt DDNTT -srctf DDNTF -dsttt DDNTT -dsttf DDNTF -ttonly TT' exits with error code -1. For details see log file(s) dipgntab.log"
  • In dipgntab.log, the error message states: "ERROR in initialization: can't get database vendor"
  • If the command "<kernel path>\dipgntab.exe -rwr40 -srctt DDNTT -srctf DDNTF -dsttt DDNTT -dsttf DDNTF -ttonly TT" is executed manually,  it return following error:
    Could not open the ICU common library.
       The following files must be in the path described by
       the environment variable "PATH":
       icuuc57.dll, icudt57.dll, icuin57.dll
