3601524 - Service Category Values Cannot Be Restricted via Code List Restriction

Symptom

After setting up Service Categories, users notice that they are unable to restrict the available values on the Ticket creation screen. The Service Category field does not appear as an option under "Code to Restrict" in the Code List Restrictions configuration.
