3601552 - Adding Portal user roles to Admin users via API calls - Incentive Management on Hyperscalers

• The SAP SuccessFactors Portal User Interface API (/usersvc/portal/services/scim/v2/Users) returns only users with type 'Portal_user','internal_user','participant'.
• The API now only returns users with type 'participant' from commissions workspace 
• But in case of having the API used to assign portal user roles to huge admin users using this API is not possible as this Api will not return any admin users due to the restriction of EA groups.
