Users are getting an error "You are not permitted to take this Exam/Assessment" when taking exam on mobile device

Cause
This can happen when there is connection issues or a drop in cellular connection.
Resolution
LMS backend handles a dropped cellular connection as an assessment failure.
The workaround here would be to increase/remove limits assigned to the items.
We don't currently plan to enhance the system to distinguish these data connectivity errors, because it's something we rarely see anymore. Users typically have a stable connection, or are "off the grid" and wait to complete assessments.
