3604271 - Issue with Withholding Tax Calculation during down payment from 'Post Outgoing Payments' app for India localization

When performing down payment postings using the 'Post Outgoing Payments' app under India localization, the withholding tax (WHT) amount is calculated incorrectly

The down payment documents should be created using the 'Manage Automatic Payments / Schedule Payment Proposals' app.

Posting of down payments through the 'Post Outgoing Payments' app is not supported for India localization.

Note: For Indian local requirements, down payment handling is only supported via the automatic payments functionality. Manual down payment postings through the 'Post Outgoing Payments' app are not compliant with localized processes.
