Open invoices are not included in "Manage Withholding Tax Items" for Spain withholding tax reporting, even if the configuration "ES_WHT_INCLUDE_OPEN_INVOICES" is set to "1" (Select Open Invoices).

SAP S/4HANA Cloud Public Edition

1. Run Statutory Reports
2. Select the report
3. Select Manage Withholding Tax Items
4. No open invoices are displayed

This is a standard behavior.

Only paid invoices can be displayed in Manage Withholding Tax Items and Spain withholding tax reports, for example Modelo 111 or Modelo 115. Parameter ES_WHT_INCLUDE_OPEN_INVOICES should be always set to 000 - Do not include open invoices.
