Open invoices are not included in "Manage Withholding Tax Items" for Spain withholding tax reporting, even if the configuration "ES_WHT_INCLUDE_OPEN_INVOICES" is set to "1" (Select Open Invoices).

1. Run Statutory Reports
2. Select the report
3. Select Manage Withholding Tax Items
4. No open invoices are displayed

This is a standard behavior.

Only paid invoices can be displayed in Manage Withholding Tax Items.

The configuration "ES_WHT_INCLUDE_OPEN_INVOICES" works for reports, for example, Spain Withholding Modelo 111.
