3605630 - There is no outbound delivery created when performing staging from production order.

When performing staging from production order,  it shows message :  LP/002 WM staging of materials executed without error.
However, when checking the log, following error message is displayed and there is no outbound delivery created in fact. 
>> WM staging of materials not completed for entire quantity

S/4HANA Cloud Public Edition.

1. Go to App Change Production Order (CO02)
2. Navigate to MENU -> Function -> WM MATERIAL STAGING -> Simulate.

The issue can be due to various reasons. 
One possible root cause is due to missing configuration in master data. 

1. Check configuration : Define Shipping Data for Stock Transfers Between Storage Locations 
2. Check default values maitnained in Ship-To Party, Supplier maintained in configuration "Define Default Values for Deliveries.
3. Ensure that there is Business Partner data miantained for the corresponding sales org, purchasing org.
