3605639 - Alert email notification is sent to future hire's manager before the hire date

If there is a future hire with a manager with future effective date, when the alert condition is met before the future date, the future manager can still receive the alert email notification.

1. Configure a job information alert that will be triggered on a specific date
2. Hire an employee with future hire date
3. As long as the condition is met, even if the date when the alert should be triggered is before the hire date, alert will still be sent to the future hire's manager

Expected. Alert will not be triggered for terminated employees but will be triggered for future hires even when the hire date has not come yet.
