3605754 - Error "This site can't be reached" when logging into BI Launchpad or Central Management Console (CMC) in SAP BusinessObjects Business Intelligence Platform 4.x

Symptom

  • Unable to start Tomcat.
  • Unable to access BI Launchpad or CMC, with the error message "This site can't be reached".
  • The stderr logs contain the following entry:
    SEVERE: Failed to initialize component [Connector["https-openssl-nio-8443"]]
    org.apache.catalina.LifecycleException: Protocol handler initialization failed
    Caused by: java.net.BindException: Address already in use: bind (port:8443)
