3605806 - Preventing the deletion of externally processed operations with existing PO

Symptom

In transaction IW32, it is possible to delete externally processed operations and sub-operations with existing purchase orders. The system only issues warning message IW707 "Purchase order available for operation &" or IW708 "Purchase order available for sub-operation &1 &2", before confirming deletion with the user.
