3606439 - State Withholding form triggered despite the "USA State Withholding Forms" being disabled in Compliance Settings - Onboarding

In the Compliance Settings > United States, the "USA State Withholding Forms" is disabled. However, the State Withholding (Form W-4 for North Dakota Withholding) is triggered for the candidate.

1. Log in as the candidate
2. Your Onboarding Checklist > Compliance Tasks
3. The "Form W-4 for North Dakota Withholding" task is triggered.

Expected behavior.

• Since North Dakota does not have its own state-specific withholding form, it uses the federal Form W-4 for state withholding purposes.
• This form is part of the US W-4 feature, which is why the "Form W-4 for North Dakota Withholding" is triggered during the onboarding process.
