Symptom
When sending the Performance Management (PM) Form to the Completion stage, the Objective Plan State does not change as defined in the configuration.
- This issue occurs when sending the form from the previous step, not when forwarding the form using the "Route Form" feature.
- Issue happens only when Enable the latest experience of Performance Management forms is enabled
Environment

Reproducing the Issue
- Go to Manage Templates
- Add a Goal Plan that has more than one objective-plan-state to the Form Template
- Set the When Form moves to: On Form Complete, select the desired objective-plan-state
- Launch a form and see while doing the manual process of sending form to completed step the objective-plan-state is not updating accordingly
- Route form back one step, then route the form to completed step
- See that after using Route Form tool, the objective-plan-state is updating accordingly
Cause
The Goal Plan State is only changing in Completed Step when using Route Form tool. However, when disabling Enable the latest experience of Performance Management forms option, under Performance Management Feature Settings the Goal Plan State is working as it should.
Resolution
The issue correction is planned to be deployed by May 27th (2505p6 ) in Preview.
After patch release, the forms that the plan states are not corrected, should be routed back to in progress stage, then it can be send to completed.
WORKAROUND:
Disable the option under Performance Management Feature Settings.
