3607787 - Discount exceeded through scripting even though not allowed in Setup

System is allowing user to change discount to values outside range, even though override is not enabled in discount setup.

"User can override values?" in setup needs to be disabled.

1. Create a script that changes discount
2. Through scripting, enter a value that should not be allowed.

Discount rules are not verified if is being set through scripting.

Discount exceeded should be checked in script itself, to make sure no limits are exceeded.
