3607814 - SSO users cannot login to Backoffice without configured password on SAP Commerce Cloud 2211.36

After upgrading to SAP Commerce 2211.36, Single Sign-On (SSO) users are unable to log in to Backoffice and HAC when the users do not have an encoded password and their password encoding is set to "argon2". No error messages can be found in the Kibana or backend.
