• Can these Personalized Recommendations features be turned off so that they do not appear in MS Team app or will they be enforced?
• What will initiate a Skill Recommendations popping in MS Teams?

It's not possible to force the whole recommendation section off. The visibility of the recommendation section in SuccessFactors is determined by the enabled features:

• If Opportunity Marketplace is enabled, recommendations from it will be displayed. 
• If Opportunity Marketplace is not enabled but Learning is, Learning recommendations will be visible. The display of recommendations is thus dependent on the specific feature settings within SuccessFactors. 
• If Growth Portfolio is enabled, you'll see Skills recommendations which are consistent with those on the Growth Portfolio page.
