3608466 - Item Displayed as 'For Free' in Program Assignment

An item with a price assigned as part of a program is displayed as 'For Free' on the item details page. The price is correctly displayed when the item is searched in the library but viewing the item details, the cost appears as 'Free'

1. Assign an item to a user as part of a program.
2. Search for the item in the library with the user.
3. Observe that the price is displayed correctly in the search results.
4. Click on the item to view item details.
5. Observe that the price is displayed as 'For Free'.

The issue occurs when an item is included in a program. Any item level commerce, pre-requisites, approvals, etc are ignored.
