Symptom

When you try to undelete an already deletion flagged purchase order item, then you get error:
Missing authorization: Pur. Order Create Plnt xxxx - Message no. 06199

This indicates that your user account do not have the necessary "create" action authorization.
But as you are at ME22n (change of PO) you are wondering why that is checked by the system, why not "change" action authorization checked only.
