Symptom
When a Learning Administrator assigns an online course, which contains an approval process, to a user this admin is also the manager and the user requests approval, the request is automatically approved. It bypasses the review and approval/rejection by the manager. The same doesn't happen when the course is self-assigned and the request is created.

Reproducing the Issue
- Course with approval process >
- Learning Administrator assigns the course to the user >
- This admin is also the user's manager >
- The user opens the course and can't launch it > The approval needs to be requested >
- The approval is requested and created > It's auto approved >
- "Start Course" is available after the approval process creation.
Resolution
This is the system expected behavior.
With the "Enable Approval Waiver when Manager or HR Business Partner assigns Online Item, Instructor-Led with Online Content Item, or External Course" setting enabled, if the Learning Administrator assigning the course to the user is the user's manager, the approval request will auto approve. Otherwise, it will remain pending until reviewed by the user's manager.
