Is there any issue with having one IAS server to multiple non-production servers for LMS?

Yes, by design we are creating all features and updates with there being a 1 to 1 relationship between IAS and LMS. We can not state there will not be issues and have seen issues in the past when it is a 1 IAS to Multiple LMS Non-production systems. If you move forward with a 1 to many relationship you do this at your own risk. 

Production systems should never be setup in any form to be included in a 1 to many. 

NOTE Before you engaged Successfactors Support on IAS issue: If you experience any IAS based issues and are on a 1 IAS to multiple LMS non-production systems , please make sure to replicate the issue on a environment that is a 1 to 1, and provide that environment details with replication steps to us.
