3609226 - Why Does a “User Already Closed” Error Appear for a User Not in the Upload File?

Symptom

When performing a User with Signature Authority Upload using version type BULK-FULL-V1.0, the following error may occur:

Error Message: ERROR in row with record key - <USERNAME>, User <USERNAME> has already been closed.

However, the user mentioned in the error message is not present in the uploaded file.
