3610797 - Inserting a new record in Department object clears the Parent department field

For Department object, when new record is added in the object, the Parent department field is cleared.

This is happening when changes are done via directly manage data and also via Company structure overview.

Confirmed that -

• Permission for department object is present. 
• No relevant UI rules/ onChange added in Department object.
• The issue occurring for all the users - with and without full permissions for the department object.
• On the date new record is added, the parent department is active.
