3611289 - Cannot obtain license from a license server from 16.0 SP04 PL07 or 16.1 - SAP ASE

• After upgrading to
  • ASE 16.0 SP04 PL07 (and higher) or
  • ASE 16.1 (and higher)
    
    
• A license cannot be obtained from the License Server
• As a result ASE starts in grace or may not start at all if grace period has expired
• Messages in the ASE errorlog include:
  
  SySAM: Using licenses from: /sybase/ASE-16.1/SYSAM-2_0/licenses/license_server.lic
  SySAM: Checked out graced license for 4 ASE_CORE (2025.0206) will expire Sun 17 Aug 2025 08:23:41 AM CEST.
  SySAM: Failed to obtain license(s) for ASE_CORE feature from license file(s) or server(s).
  SySAM: No such feature exists. Verify that a license containing the feature name ASE_CORE is available or generate and deploy the license from the SAP Support Portal.
  ...

• In the License Server SYBASE.log, messages include:
  
  7:49:10 (SYBASE) Request denied: Client (11.19) newer than Vendor Daemon (11.16). (Version of vendor daemon is too old. (-83,21049))
