3614116 - Unable to map behaviors to roles which was created under TIH

Behaviors which was created under TIH are not getting mapped to a role under Manage job profile content, whereas the competencies are getting mapped.

1. Go to Manage job profile content 
2. Open any Role and click on map competencies 
3. Select any behavior under the competencies
4. Click on save 
5. Competencies are mapped , but the behaviors are not mapped.
6. Behaviors column shows empty

After TIH Migration, customer have imported competencies/Behavior in TIH which is having EN_DEBUG local (Since EN_DEBUG locale is not a recommendation to use) due to which data sync back is failing. 

To fix this issue remove all en_DEBUG Translations for all competencies and respective Behaviors from TIH and then try to map the same to the Role.

If still issue persists, try to add or edit behavior description and save it. This is to sync data between UI and backend. Once the behaviors are re-saved in TIH, try to map them to the role.
