3614421 - Archiving job failed due to locked request

Symptom

The archiving job failed due to a locked request with the following error "Record XXXX in conflicts with archived data    RSDSO_UPDATE    8"
When attempting to unlock the request using the program RSDA_CLEANUP_ARCHIVE, the process fails with the following errors:
       Exception occurred in line 45 of include CL_RSDA_DAP_A=================CP
       General error in BW archiving (-> see log text)
       Exception occurred in line 59 of include CL_RSDA_ADSO_ARCHIVING_REQUESTCM01L
