3615822 - Unable to access Admin page in Incentive Management

• Error: "Please ask Incentive Management administrator to add this user to Incentive Management and try again." when launching the Admin application.
• User can sign in but cannot open the Incentive Management Admin dashboard.
• When attempting to create the user, error "another object already has the key" can occur.
