3616175 - TLS1.3 Cannot Be Enabled for HANA Internal Web Dispatcher

Symptom

You followed the steps in 3509026 - How to enable TLS 1.3 for all Hana ports but found still TLS1.2 is used when accessing XS classic applications.

webdispatcher trace below shows it supports TLS1.2 only.
