3616678 - Employee unable to rate the behaviors in PM form

Employee unable to rate the behavior in the performance form though the write permission is provided for Unofficial User rating.

1. Proxy as the affected user
2. Navigate to Performance and open the form.
3. Scroll to the Competency section and open any of the behaviors.
4. Notice that the Employee is unable to rate the behavior as the field is not visible.

With EZ Rater option and Rating on Behavior enabled in the Form template, please configure the following:

If Rating option = 3, Please provide write permission to Unofficial User Rating and Unofficial User Rating (Legacy) and Read permission provided to Subject Rating.
