Cause
This is the system's expected behavior. The presence of employees in the compensation worksheet indicates their eligibility for statement generation, regardless of their eligibility for a merit increase based on specific rules.
Resolution
If you prefer not to generate statements for certain employees, utilize the "Suppress Statement" tool available in the template settings.
