• The APS server with the publishing Service is stopped or restarted while publications are running.
• The issue is intermittent.
• Happens when running many publications at the same time.
• The publication finishes with this error:
  The publishing service was not started or was restarted while the publication job was running.
• Dump log was created with the following error:
