3617578 - User without GRANT OPTION is wrongly allowed to grant privilege to another user - SAP IQ

1. Create a table
2. Create a user usr_grantor
3. Create a user usr_grantee
4. Grant SELECT permission to user usr_grantor without GRANT OPTION (user usr_grantor cannot grant the same privilege to the other users)
5. On SAP IQ 16.1, when user usr_grantor grants the SELECT permission to user usr_grantee, no error is fired and the user usr_grantee can select the table
