3617594 - Add competency to Form feature displays Permissions issue when the processor is using Proxy

Add competency to Form feature displays Permissions issue when the processor is using Proxy. The issue doesn't appear when processor is logged directly to the system. 

All required TIH permissions are granted per the guide Competency Section (with Talent Intelligence Hub) 

SAP SuccessFactors Performance & Goals

1. Open the form when proxying.
2. Attempt to add a competency.
3. Observe the error: "Permission Denied. Check if you have the necessary permissions to view this data. Please contact your administrator for assistance." and competencies cannot be picked up.
4. Open the form when logged in directly - it works as expected.

The issue is planned to to be fixed with a patch:

• preview systems: June 17th 2025;
• production systems: June 19th 2025.

Workaround:

Until the fix, please work directly logged in instead of Proxying.
