Symptom
When a manager clicks on the welcome message on their dashboard, it doesn't take them anywhere and showcases a blank page.
Environment

Reproducing the Issue
- Log in to the instance.
- Proxy as the affected manager.
- Click Write Welcome Message.
- Notice that the system redirects to a blank page instead of displaying the expected Welcome Message page.
Cause
The issue occurs because Candidate X has a start date of March 24, 2025, meaning he is already an active employee. The permission role is configured with the target population Granted Users' Direct Reports (External Onboarding User). Once a candidate is converted to an employee, they no longer belong to this target population. As a result, although the required permissions are assigned, the manager can no longer access or complete the "Write Welcome Message" task.
The same behavior applies to Candidate Y, whose start date was April 7, 2025. Since the candidate has already become an employee, they are no longer included in the External Onboarding User target population. Consequently, when the manager attempts to access the "Write Welcome Message" task, the system displays a blank page.
Resolution
- Ensure that the "Write Welcome Message" task is completed before the onboardee’s start date.
- Once the start date has passed, and the candidate transitions to employee status, managers will no longer be able to complete the task due to target population restrictions.
