3618781 - Standard XDL inbound job not executing Validate & Transfer in Incentive Management

• The XDL file inbound job is not executing Validate & Transfer (V&T).
• The issue occurs when files are imported with erroneous records, expecting valid records to be transferred and invalid ones to error out, but V&T is not triggered.
• Other files with errors are triggering Validate and Transfer but others with same characteristics are not.
