3618905 - Incomplete sales order still triggers intercompany purchase order and intercompany sales order creation

Symptom

In the advanced intercompany sales process, system would auto trigger the intercompany purchase order (PO3) and intercompany sales order (SO4) creation after the sales order has been saved (SO2) even the SO2 is still incomplete.
