3619314 - How to Understand the Maximum Number of VMs Setting in the Scaling Configuration

Symptom

It is observed that fewer virtual machines (VMs) are active than the maximum configured in the Cloud Portal > Scaling Configuration > Maximum Number of VMs

For example, the Scaling Configuration in the Cloud Portal may show the Maximum Number of VMs set to 5, however, when checking in Dynatrace > Hosts, only 2 or 3 VMs appear as active. This leads to confusion regarding whether the platform is scaling as expected.
