3620126 - create rule option is not available in Manage Substitution and Validation Rules (F4406) app - SAP S/4HANA Cloud Public Edition

Using Manage substitution and Validation rules app there was a substitution rule created in the customizing environment. 

Now it should be create / export the rules into Test or Production environment, but the Create Rule option is not available.

SAP S/4HANA Cloud Public Edition

1. Navigate to the Manage substitution and Validation rules app in the Test or P system.
2. Attempt to create a rule.
3. Observe that the create rule option is not available.

Rules can only be maintained/created inside the customizing system and then transported to the Test and productive system.
