SAP S/4HANA Cloud Public Edition

Accessing or adding custom applications does not impact the FUE licensing. Custom-developed applications and customer-created Business Catalogs do not have associated pricing and therefore have no influence on FUE calculations. 

Only SAP-delivered Business Catalogs have associated pricing, which determines the license requirements for roles and, ultimately, for end users.
