Symptom
- While extending a Business partner (Located outside Qatar region) to Company code Qatar, the system gives an error "Specify the residency status of this supplier. Message no. FIQA_LOC_BP015".
- If Withholding tax type and withholding tax code are filled, the system allows saving but Withholding tax is not applicable for foreign vendors in QTR company code, Country Qatar.

Reproducing the Issue
- Go to the Maintain Business partner app.
- Attempt to extend a Business partner located outside Qatar region to Company code Qatar.
- Observe the error message "Specify the residency status of this supplier. Message no. FIQA_LOC_BP015".
Resolution
- Tax card details has to be maintained for each of the Business Partner that is being extended to a Qatar Company Code.
- The Withholding tax liability for a Business Partner is determined based on the tax card and Business Partner Certificate details.
- If the Residency Status is set to 'Resident', then Withholding tax is not mandatory and if it is set to 'Non-Resident', then other checks come into account.
