3623239 - Work Order of Inactive Contingent Worker can be Extended for a user who has already been Rehired to a Permanent Employment

Symptom

A Contingent Worker is inactive (end date of work order is in the past).
The user is rehired to a new permanent employment. The Start date of the permanent Employment must be after the End Date of the Work Order. The system validates this and raises an error message to prevent the Contingent Employment from being active at the same time as the Rehired Permanent Employment.
After the user is rehired onto a new permanent employment the Work Order for the previous (Inactive) employment can be extended so that it is also Active and running alongside the Permanent Employment
